<p class="wp-block-paragraph">The Temporary Use Toolkit developed by Patrizia Di Monte, the gE.Co living lab project partner, will be presented at the University of Applied Arts in Vienna. </p>



<p class="wp-block-paragraph">The “temporary re-use toolkit is part of a set of tools established by the <a href="https://generative-commons.eu/introducing-the-empty-spaces-reuse-toolkit/">Generative Commons</a> program, focusing in an exhaustive way on those specific processes of the space, creating a sequence of analysis of factors that allow assessing all those aspects (urban, legal, constructive, environmental, sustainability, economic, etc.) that condition the immersion of #emptybuildings in a new life cycle, #reprogramming the built environment with new uses and a new cycle of life of existing buildings.</p>





<h2 class="wp-block-heading">Objectives</h2>



<p class="wp-block-paragraph">The objectives of the T.U.T. are the following:</p>



<p class="wp-block-paragraph">-Facilitate, both to Public Administrations and to citizens, flexible dynamics that will allow the activation of mechanisms to reincorporate disused spaces in a cycle of new useful life.<br />– Establish a methodology that allows to have a global vision of all those processes necessary for the temporary reuse of abandoned buildings, mainly destined to the empowerment of the commons.<br />– Develop specifically those processes related to space and those circumstances necessary to assess the different parameters that allow analyzing their viability and implementation.<br />– Provide an existing case analysis tool.<br />– Facilitate the ordering of case studies that can stage the processes in order to be addressed.</p>



<h2 class="wp-block-heading">Methodology</h2>



<p class="wp-block-paragraph">The toolkit has a double ambition. On one hand, it shows a global vision of all those factors that intervene in a process for the reuse of abandoned buildings, from the empty space mapping process and existing citizens demand, to issues related to governance, legal frameworks or the monitoring of the management. On the other hand, it affects in a more exhaustive way those specific processes of the space, creating a sequence of analysis of factors that would allow the assessing all those aspects (normative, constructive, environmental, economic, inclusive etc.) that condition the immersion of the building in a new Lifecycle.<br />For this instance the methodology is based on the temporal sequence of the processes, divided into 6 steps: Offer, Demand, Assigment, Financing, Implementation and Assesment. Despite its global nature, the methodology allows to each section to be applied independently.</p>

<p>«In a moment of socio-economical and urban transition processes taking place in Europe, an increasing number of cities and territories are today facing population decline and its consequences. Population decline is indeed associated to widespread issues: unemployment, declining of property values, fragmentation of the urban environment, lack of participation in the city and neighbourhood life. Moreover with population change social bonds among neighbours are under stress and a sense of community is getting lost. According to the literature, this lack of interaction is clearly manifested in the use or under use of public spaces and infrastructures. In context of post industrial shrinking territories public authorities, stakeholders and designers therefore wonder on how to intervene in public spaces, and which kind of strategies are need to enable them to mobilize local communities. Research shows that public spaces that are designed even with small-scale, low-cost infrastructures, but following the real need of the inhabitants (users), play an important role in social inclusion in neighbourhoods and cities. Therefore, by listening the city how to develop smart low-cost urban design interventions guidelines to reactivate public spaces and to facilitate social inclusion, vitality and wellbeing? »</p>

<p>Hace unos meses fuimos invitados a ser uno de los curadores de LAAAB (Laboratorio de Aragón [Gobierno] Abierto), un espacio online de pensamiento en código abierto. Bajo el tema de «<strong>Espacios urbanos centrados en las personas</strong>«, pretendemos realizar una especie de «taxonomía» de iniciativas imaginativas que permiten repensar lo cotidiano. A través de la implicación de autores con una trayectoria consolidada en este tema, se van a realizar una serie de actividades creando un <a class="_58cn" href="https://www.facebook.com/hashtag/cummunityhub?source=feed_text"><span class="_5afx"><span class="_58cl _5afz">#</span><span class="_58cm">cummunityhub</span></span></a> donde reflexionar en clave contemporánea sobre la participación ciudadana, los espacios híbridos, la tecnología, la gestión de los bienes comunes o la transformación del espacio público.</p>
<p>Iniciamos hoy dicha serie con nuestro artículo «<strong>La reinvención del espacio urbano</strong>» , publicado en LAAAB, que servirá de introducción para provocar <span style="line-height:inherit;">una contaminación de pensamientos sobre el espacio público de la ciudad contemporánea.</span></p>

<p align="JUSTIFY"><span style="color:#000000;"><span style="font-size:medium;"><span lang="en-US"><b>Cities and territories as</b></span></span></span> <span style="color:#000000;"><span style="font-size:medium;"><span lang="en-US"><b>renewable resources</b></span></span></span><span style="color:#000000;"><span style="font-size:medium;"><span lang="en-US"> is today quite a shared concept among architects and urbanists; however each territory is unique, hence needs specific approaches  to be “re-cycled”. This implies to closely observe territory and read the traces left from the continues process of transition, cancellation and rewriting (Corboz 1983). </span></span></span></p>
<p align="JUSTIFY"><span style="color:#000000;"><span style="font-size:medium;"><span lang="en-US">Located in the South of Netherlands, Limburg appears to be a territory in transition and is certainly going through deep-set changes and be at the conclusion of one or more life cycles. Speaking of life cycle for cities and territories entails to understand dynamics of transformations, that occur slowly or after radical shocks. Each of them implies losses and costs, but offers potentiality of underperforming sites. Starting from the evaluation of what already exist the concept of recycle aims to work with former architectural elements, infrastructures, public spaces and vacant sites. </span></span></span></p>

El leitmotiv del festival se articulaba en torno a ciudades que se enfrentaban a una nueva realidad, en el horizonte de la desaparición de muchas de las grandes fábricas que la multinacional General Motors había desplegado sobre ciertos territorios. <p style="text-align:justify;">The first day will feature three lectures that will tackle ownership and intervention in our public space. Presentations will be delivered by Patrizia di Monte, Quilian Riano, and Mimi Zeiger whose diverse backgrounds, approaches, and areas of intervention will provide an insightful look at what shapes our public space. Each panelist will give a 45-minute presentation related to their work (see following pages for specific information) followed by a 15-minute Q&amp;A led by Iker Gil with the audience and the rest of the panelists. The presentations will use visual aides to convey the ideas and practical solutions described.</p>
<p><strong>1 pm: Introduction</strong></p>
<p><strong>1:15 pm: Quilian Riano | #whOWNSpace</strong></p>
<p style="text-align:justify;">#whOWNSpace arises from the questions that the Occupy Wall Street movement has brought up about ownership and use of open space around the world. On September 17th, 2011 Occupy Wall Street shed new light to the privatization of the city when a group of activists occupied Zuccotti Park, a Privately Owned Public Space (POPS) in New York City’s Financial District. POPS legislation was developed in 1961 as a way to let developers negotiate building variances, often increasing the square footage of rentable space in return for plaza and parks that should be open and welcoming to the public for multiple uses. The legislation has led to private entities building 3.5 million square feet of areas that they control but are, in theory, public. #whOWNSpace, along with collaborators, seeks to reveal conflict, question rules, advocate for design, and finally intervene in public space.</p>
<p><strong>2:30 pm: Mimi Zeiger | The Intermediate</strong></p>
<p style="text-align:justify;">“The Intermediate” is the space between top-down planning and bottom-up action. It is a productive area of contemplation and investigation that leads to multiple outcomes, paradoxically serving a broad public and creating a narrow scope of participation. The lecture will explore “the intermediate” phase as a production of public space, participatory dialogue, and urban development that can guide social and political outcomes. However, in order to predict outcomes, Zeiger proposes we need a critical appraisal of the very notion of tactical, DIY, bottom-up urbanisms, and a new understanding of the pressures placed on this nascent field, including the pitfalls and possibilities of urban intervention.</p>

<p style="text-align:justify;">The richness of possibilities to use the empty plots stems from the indeterminacy of such gaps in the regular urban fabric. Temporary interventions in the city space are a dynamic tool that allow for flexible alternative readings of the city. The project as a whole aims for non-material solutions, establishing an open dialogue with the constructed environment through a light-hearted attitude. From the outset, it was essential to find a name for the interventions that gave meaning to a program without a program, an owner without property, and urban plot without a building, a place with no name. The name “estonoesunsolar” was intended to propose a new way of seeing familiar places: this is not an empty place – this is not what it seems. In short, it is an invitation to think again, to imagine possibilities, to propose new situations, and create enthusiastic spaces.</p>

<p style="text-align:justify;">A six-hour workshop led by Quilian Riano and John Preus that engages with a specific Chicago site to apply ideas generated out of the presentations made the day prior. Mr. Riano brings his experience with Corona Plaza in Queens, New York, and his work with the Occupy Wall Street to bear on questions about public and private space, and forms of grassroots engagement. This is an excellent opportunity to work directly with a specific community and start a conversation in a real site facing real challenges.</p>

<p style="text-align:justify;"><strong>Patrizia di Monte</strong> is an architect, founder of gravalosdimonte arquitectos, and mastermind behind Estonoesunsolar, an artistic/architectural program focused on the transformation of brownfield plots, within the city of Zaragoza, Spain, to create open spaces for the community in the crisis meanwhile. She is Social Architecture professor at ETSA-USJ.<br />

<p style="text-align:justify;"><strong>Iker Gil</strong> is an architect, urban designer, and director of MAS Studio. He is the founder and editor in chief of the design journal MAS Context and the co-director of the Chicago Expander program at Archeworks. He is a PhD candidate from Escola Tecnica Superior d’Arquitectura de Barcelona (ETSAB), and holds a Master of Architecture from University of Illinois at Chicago (UIC).<br />

<p style="text-align:justify;"><strong>John Preus</strong> is a Chicago-based interdisciplinary artist. He holds an MFA from the University of Chicago (2005) and studied furniture making in Minnesota with John Nesset. Preus founded Dilettante Studios in 2010, co-founded SHoP (2011), and Material Exchange (2005). Preus was the creative director of the Rebuild Foundation shop until 2012 and project lead for Theaster Gates’ <em>12 Ballads for Huguenot House</em>, at Documenta 13. Preus is currently a Jackman Goldwasser resident at Hyde Park Art Center.<br />

<p style="text-align:justify;"><strong>Quilian Riano</strong> is a designer, researcher, writer, and educator currently working out of Brooklyn, New York. Quilian works with community groups and trans-disciplinary teams to create comprehensive research that can be used to propose a variety of targeted policies, actions and designs at various scales—from pamphlets to architectures to landscapes. He leads #whOWnSpace, a project that grew out of the questions that surfaced during the #occupywallstreet movement concerning ownership and use of open space in New York City, North America, and cities around the world.<br />

During the cerimony there will be a speech by: Bologna major Virginio Merola, the Foundation president Marco Cammelli, the San Vitale  district president Milena Naldi, the Jury  president Mario Cucinella and Patrizia Di Monte in representation of the winning group composed by Ignacio Grávalos, Elena Vincenzi and Giorgio Volpe architects.
